MEETING MINUTES
The meeting was called to order by Pete Cassidy at 7:10 PM
1. Pete reported that there isn’t any treasury report at the present
time.
2. Tim Walker gave a detailed explanation of the proposed Southern
Beltway routes B1, B2, and B3, on a large map of the area between I79 and
Route 22.
3. Stephanie Lucchino outlined the specific areas of each route that
included advantages and disadvantages as seen by the Pennsylvania Turnpike
Commission (PTC).
4. Stephanie stated the importance and legality of disclosing the proposed
beltway to any prospective property sellers.
5. Pete briefed the audience about the upcoming meeting with Senator
Stout, tentatively scheduled for Friday, March 3rd, 2000, 4:00 PM at the
McDonald Library and also indicated that the Senator may have to postpone
the meeting. Pete then requested the following individuals attend
the meeting and be prepared to talk:

6. The subject of soliciting signatures for petitions was mentioned.
These petitions will then be presented to Senator Stout,
then forwarded to the PTC. The goal is to obtain 1000 – 2000 signatures
of people indicating their support of the B1 route.
7. Tim and Nancy Lohr will be making videotape of all the homes in
the area, statistics will then be added to include number of residents,
ages, etc. The tape will then be professionally edited and shown to Senator
Stout. Copies will also be sent to other politicians as well as the PTC
to show the families that will be displaced or affected by this project.
8. An information center is being planned to assist those whom can’t
attend any meetings.
9. 50 signs will be posted on Saturday, February 26th, 2000, indicating
support of B1; the sign also includes the PTC’s phone number. It
was requested for as many people possible to call the PTC on Monday, February
28th, 2000, and voice their support of B1 and no other route.
10. John Candee has established a WEBSITE. The domain name of the site
is www.notollroad.org an email

has been changed to committee@notollroad.org

can be used to get information to John to post on the site. The site
contains many links to sites associated with the Southern Beltway Project.
11. Time is of the essence, Pete indicated that the PTC will make the
decision by June.
12. Funds are needed in our attempt to accomplish our goal, buckets
were setup for donations,
The Concerned Citizens Against the Tollroad have donated T-shirts and
sweatshirts
to be sold to help raise funds.
13. Volunteers are needed to pass out forthcoming literature.
A sign up sheet was passed around.
14. Elizabeth Cowden spoke briefly about The Concerned Citizens Against
the Tollroad history with getting Cecil Twp supervisors to submit a letter
to the PTC 4 years ago indicating that we didn’t want this road in our
township.
15. The lack of support by Representative Victor Lescovitz was discussed.
16. The PTC will not distribute any information concerning costs, time
frame, etc until the route is finalized.
17. Tom Casciola, Cecil Twp supervisor explained how the PTC uses the
process of elimination in determining the route that will be selected.
Tom stated that we should concentrate on getting the Gladden Heights area
out of the proposed routes.
18. Elizabeth Cowden spoke again, about the funding for this project.
At the present time there isn’t any funding, but, the PTC will continue
to in their efforts to gain funding for this project and this can
change at any time.
19. It was stated that Cecil Township and its supervisors are behind
our fight.
